The Act respecting the laicity of the State: the Québec Charter remains the fundamental law that protects the right to equality

Following the adoption of the Act respecting the laicity of the State, the Commission des droits de la personne et des droits la jeunesse insists that the Québec Charter of Human Rights and Freedoms remains the legal framework for all situations of discrimination, including on religious grounds, except for situations specifically covered by the Act.

Montréal, June 21, 2019 – Following the adoption of the Act respecting the laicity of the State, the Commission des droits de la personne et des droits la jeunesse insists that the Québec Charter of Human Rights and Freedoms remains the legal framework for all situations of discrimination, including on religious grounds, except for situations specifically covered by the Act. The Commission also points out that several provisions of the Act are contrary to the Charter and violate certain international obligations binding on Québec.
